OSHA 1910.29(b) specification checklist

The standard sets a small number of measurable requirements. EquipGuard meets each one. Use this table to walk through compliance with your EHS Director or an OSHA compliance officer.

The chiller measurement guide

Gather the five required measurements from the roof, then submit them online. No printing is required.

The five measurements we need

  1. 01
    Nameplate data

Manufacturer, model number, and serial number from the chiller’s data plate. This tells us the structural rail dimensions and rated load capacity of the mounting frame before we configure anything.

  2. 02
    Overall chiller footprint

Length by Width of the unit at the base. Measure to the outermost point of the frame, not the cabinet. This determines the enclosure perimeter.

  3. 03
    Access points

Location and width of every side requiring service access. Note which sides need a self-closing gate vs. fixed rail sections.

  4. 04
    Ladder and roof hatch location

Distance and direction from the chiller to the nearest roof access point. This determines the safe approach path and whether walkway rail is needed between access and enclosure.

  5. 05
    Frame-mounted obstructions

Location of any piping, conduit, electrical disconnects, or service panels attached to or immediately adjacent to the structural frame that would affect bracket placement.

Section 3

Modular versus
custom-fabricated

For the Plant Manager or Procurement team evaluating options.

If you are holding a custom fabrication quote in the $15,000 to $30,000 range, this is the comparison your Plant Manager needs. Modular and custom fab both end at a compliant guardrail. Everything between the spec and the install is different.

DimensionCustom-fabricatedEquipGuard modular
Design processSite-specific shop drawings, engineering reviewStandard component configuration with assembly drawing
Typical timeline8 to 12 weeks design, fabrication, installDays to weeks. Two-person crew, single day on-site.
Installation methodCertified welders, crane, hot-work permits, fire watchDrill and hex key. No welding, no crane.
Attachment pointWelded or bolted to supporting structure. May penetrate roof.Brackets bolt to chiller’s factory-rated structural frame. No roof attachment, no roof penetration.
Chiller independenceRail attached to building structure. Requires coordinated install.Rail mounts to chiller frame. Moves with the unit if relocated.
OSHA complianceCompliant when properly engineeredCompliant under 1910.29(b). Confirmed by 2014 OSHA LOI.
Roof warranty impactRisk of voiding warranty if penetrations involvedNo roof penetration. Membrane stays intact.
Chiller replacementCut down and scrapDisassemble from old unit. Reconfigure for new unit.
Typical cost$15,000 to $30,000 or more (Dakota Safety market observation from quote history)Varies with chiller footprint; scoped from your five measurements.

Section 4

The CAPEX justification framework

Use a sourced scenario—not a universal incident-cost claim—to make the budget case credible.

Build the cost case

Direct incident costUse company loss history or current insurer data
Estimated indirect costCalculate separately with OSHA Safety Pays or internal data
Federal OSHA exposureSerious: up to $16,550; willful/repeated: up to $165,514 per violation*
Cost of actionInsert the current Dakota Safety quote
Operational impactDocument roof impact, downtime, schedule, and maintenance access

*2026 federal OSHA maximums. Actual classifications and penalties depend on the facts of an inspection. OSHA Safety Pays is an illustrative awareness tool using NCCI policy-year 2015–2017 data.OSHA penalties ↗Safety Pays estimator ↗
